IoT/LwM2M MQTT Binding PoC Requirements

Requirements
For a first PoC of LwM2M over MQTT, we propose to support the same remote management functionality currently supported by Eclipse Kura. In particular, the remote management of certain aspects of an OSGi container through the MQTT protocol, including:
- Remote start and stop of services
- Remote read and update of service configurations
- Remote deployment of application bundles
